The European Commission has launched an antidumping duty (AD) investigation into imports of cold rolled flat steel (CRF) from India, Japan, Taiwan, Turkey, and Vietnam, following a complaint by EUROFER, the European Steel Association.
The probe will:
-
Cover the period July 1, 2024 – June 30, 2025.
-
Assess injury trends from January 1, 2022, to the end of the investigation period.
Currently, India is the only country with a separate CRC import quota in the EU (165,051 mt per quarter). Other countries share the “others” quota with a 13% cap, limiting exports to around 43,000 mt per quarter per country.
According to industry sources, the provisional measures are expected within seven months and may represent an alternative market protection system to quotas, alongside CBAM.
In 2024, EU imports of CRC totaled:
-
543,678 mt from Taiwan
-
420,312 mt from India
-
351,541 mt from Turkey
-
236,728 mt from Japan
-
171,773 mt from Vietnam
