India Approves Green Steel Certificates for 25 Mills to Support Decarbonisation and CBAM Compliance

India’s Ministry of Steel has issued green steel certificates to 25 domestic producers, making them eligible for fiscal support under the country’s upcoming low-carbon steel incentive scheme, an official announced on November 13.

The ministry received 60 applications, of which 25 were approved, with certificates valid for one year.

India’s Green Steel Taxonomy

The government’s rating system classifies mills based on CO₂ emissions per metric ton of steel:

  • 5-Star: ≤1.6 mt CO₂/mt steel

  • 4-Star: 1.6–2.0 mt CO₂/mt

  • 3-Star: 2.0–2.2 mt CO₂/mt

The certification program complements a proposed $564 million incentive corpus under a new Production-Linked Incentive (PLI) scheme, which will reward mills using renewable-powered technologies, especially electric arc furnaces.

The move aims to help exporters meet EU Carbon Border Adjustment Mechanism (CBAM) emission requirements and avoid additional carbon taxes on shipments to Europe.
