India Imposes Five-Year Antidumping Duty on HRC Imports from Vietnam

The Indian government has imposed a five-year antidumping (AD) duty of $121.55/mt on imports of hot rolled flat steel products (HRC) from Vietnam, according to an official notification issued on November 14. The measure aims to protect domestic steelmakers from low-priced imports, following recommendations from the Directorate General of Trade Remedies (DGTR).

The duty applies to both alloy and non-alloy HRC but excludes clad, plated, coated, and stainless steel products. These steel grades are extensively used in automotive manufacturing, oil and gas, capital goods, construction, and engineering sectors.

The investigation—initiated in August 2024 after a petition filed by JSW Steel and ArcelorMittal Nippon Steel India—found that Vietnam accounted for 21% of India’s total HRC imports, despite ample domestic capacity to meet national demand.

The decision underscores India’s continued use of trade remedies to support its domestic steel industry amid rising competition from key Asian suppliers.
