South Africa Confirms Injury from Corrosion-Resistant Steel Imports but Declines Provisional Safeguard Duties

South Africa’s International Trade Administration Commission (ITAC) has confirmed that a recent surge in corrosion-resistant steel coil imports has caused serious injury to domestic producers, but has decided not to impose provisional safeguard duties at this stage.

The safeguard investigation, launched on July 25, 2025, followed an application by ArcelorMittal South Africa (AMSA) and SAFAL Steel Pty. ITAC examined import trends and market conditions over the period from December 1, 2021, to November 30, 2024.

According to ITAC’s preliminary findings, imports increased sharply during the review period and were directly linked to material injury suffered by the local industry. However, the commission concluded that “critical circumstances” do not exist, meaning the legal threshold for immediate provisional safeguard measures has not been met.

As a result, no provisional safeguard duties will be imposed at this stage, although the investigation remains ongoing.

The products under investigation include flat rolled iron or non-alloy steel products, 600 mm or wider, coated with aluminum-zinc or zinc, with a thickness of 0.45 mm or more, classified under HS codes 7210.61, 7210.49 and 7225.92, among others.
