Turkey’s Ministry of Trade has concluded that imports of cold rolled steel, galvanized steel and painted coils from China and South Korea were dumped into the Turkish market and caused injury to the domestic industry.
The finding was published in the final disclosure report of the antidumping investigation, which was launched on December 25, 2024, following a complaint filed by the Cold Rolled Galvanized and Painted Coil Producers Association (SOGAD) on behalf of Turkish steel producers.
The investigation covered the period between January 1, 2021 and December 31, 2023.
According to the report, dumping margins calculated as a percentage of the CIF import price reached significant levels.
For Chinese producers, dumping margins were determined as:

24.85% for Angang Steel

32.09% for Baoshan Iron & Steel (Baosteel)

30.89% for Shougang Jingtang United Iron & Steel

30.89% for 14 other companies including Baosteel Zhanjiang Iron & Steel

36% for other Chinese exporters
For South Korean companies, margins were found to be:

14.24% for DK Dongshin Co.

12.90% for Hyundai Steel Company
-
10.48% for POSCO
-
11.58% for Dongkuk Coated Metal, KG Dongbu Steel and POSCO Steeleon
-
27% for other South Korean exporters
With the final disclosure report now shared with interested parties, the investigation has entered its final stage, and the ultimate decision will be made by the Board for the Evaluation of Unfair Competition in Imports.
SOGAD welcomed the findings. Asuman Gürsoy, secretary general of the association, stated that the calculated margins are in line with industry expectations, adding that producers are awaiting the final ruling.
Trade data show that Turkey imported significant volumes of flat steel products from both countries in 2025.
According to market data, Turkey imported:

386,720 mt of cold rolled flat steel from South Korea

247,612 mt from China
In addition, exports to Turkey included:

251,317 mt of galvanized steel from South Korea and 152,971 mt from China

10,040 mt of painted steel from South Korea and 94,997 mt from China
The products subject to the investigation fall under numerous Customs Tariff Statistics Position numbers, covering a wide range of cold rolled and coated steel products.
