UK Tightens Steel Import Controls, Expands Safeguards to New Product Categories

The UK Government has introduced new steel trade measures, including expanded safeguard coverage and stricter import quotas, aimed at protecting domestic producers.

Under the new framework, effective July 1, the UK will:
👉 Reduce overall import quotas by up to 80% for certain products
👉 Impose a 50% tariff on volumes exceeding quotas
👉 Extend safeguards to additional product categories, including structural steel and cold-rolled products

Significant adjustments include:

  • Hot-rolled coil (HRC) quotas cut by around 50%
  • Removal of country-specific quotas for Turkey and Taiwan
  • New quota allocations for India and South Korea

The policy also introduces an “authorized use” quota mechanism, allowing imports for downstream processing under controlled conditions, with a 40% per-country cap per quarter.

The measures are designed to:
👉 Protect UK steelmaking capacity
👉 Ensure supply for downstream industries
👉 Maintain balanced trade flows


The government is also considering transitional arrangements to shield importers from sudden cost increases tied to pre-existing contracts.
