Ukraine’s Ministry of Energy has formed an interdepartmental working group to implement small modular reactors (SMRs), aiming to replace coal-fired power plants and modernize the country’s steel industry through clean energy technologies.
The initiative will be supported by a draft law on SMRs, detailed studies of global best practices, site selection, and financing strategies.
Ukraine is already working with the US State Department under the FIRST program on two SMR-related projects:

Phoenix – transition of the energy sector from coal to SMRs.

Hephaestus – modernization of the steel sector using innovative SMR technologies.
SMRs promise safe, carbon-free power, which could play a key role in decarbonizing metallurgy and strengthening Ukraine’s energy independence.
