US Finds Circumvention of AD/CVD Orders on Welded Wire Mesh from Mexico

The US Department of Commerce (DOC) has issued a preliminary circumvention ruling on standard steel welded wire mesh from Mexico, targeting certain imports of low-carbon steel (LCS) wire.

The DOC has preliminarily determined that imports of LCS wire produced in Mexico and assembled into welded wire mesh in the US are circumventing the existing antidumping (AD) and countervailing duty (CVD) orders on welded wire mesh from Mexico.

As a result:

  • Imports from Deacero S.A.P.I. de C.V. will face suspension of liquidation effective April 2, 2024.

  • All other imports of Mexican LCS wire will be subject to suspension from the date of publication of the notice.

However, the DOC also determined that Mexican-origin LCS wire produced by Impulsora is not assembled into welded wire mesh in the US and is therefore not circumventing the orders.
