The World Trade Organization (WTO) has released an addendum to its dispute panel report regarding the EU’s antidumping and countervailing duties on stainless steel cold rolled flat products from Indonesia.
The panel found that the EU acted inconsistently with several WTO rules and recommended that the EU bring its measures into conformity with the Agreement on Subsidies and Countervailing Measures, GATT 1994, and the Antidumping Agreement.
Background:
In 2023, Indonesia launched a dispute, challenging EU duties ranging 9.3–20.2% (antidumping) and 0–21.4% (countervailing) on its stainless CR flat products. Indonesia argued that the EU’s investigations violated WTO rules.
This case is part of a broader series of trade disputes between the EU and Indonesia, even as they signed a free trade agreement in September 2025.
The addendum does not provide a final ruling, but if the panel rules in Indonesia’s favor, the EU may be required to adjust or withdraw some of its duties.
