The European Commission has launched a consultation on key aspects of the Carbon Border Adjustment Mechanism (CBAM), which will enter its fiscal phase in January 2026.
The consultation, open until Sept 25, 2025, seeks input on how to measure embedded emissions, align CBAM certificates with EU ETS allowances, and establish rules for deducting carbon costs already paid abroad.
The process invites feedback from EU and non-EU businesses, national authorities, third-country officials, and researchers.
