South Africa Confirms Dumping in Chinese Steel Imports but Delays Provisional Duties

The International Trade Administration Commission (ITAC) of South Africa has confirmed dumping of corrosion-resistant flat steel from China, but has decided not to impose provisional duties yet.


The investigation, launched in March 2025 at the request of ArcelorMittal South Africa (AMSA) and SAFAL Steel, found evidence of sales below normal value that caused material injury to local producers.


However, ITAC stated that existing safeguard measures may already be curbing imports and improving domestic conditions. Avoiding immediate duties, it added, could help minimize cost pressures for downstream users in construction and manufacturing sectors.
