South Korea Imposes Five-Year Antidumping Duties on Chinese Steel Plate Imports

South Korea’s Ministry of Economy and Finance has issued Decree No. 1145, confirming the introduction of five-year antidumping (AD) duties on Chinese-produced medium and heavy steel plates, including hot-rolled alloy heavy plates. The decision, announced on November 24, follows a renewed investigation that found material injury to South Korean producers caused by sustained dumping.

The duties apply to Chinese-origin steel plates with thickness above 4.75 mm and width exceeding 600 mm, excluding coil and ungalvanized products. Covered HS codes include 7208.51.1000, 7208.51.9000, 7208.52.1000, 7208.52.9000, 7225.40.9010, 7225.40.9091, and 7225.40.9099.

Certain ASME-grade products are excluded from the measure:

  • SA516-70 (thickness > 134 mm)

  • SA299 Grade B (thickness > 50 mm)

  • SA302 Grade B and C

Chinese steel producers will face AD duty rates ranging from 27.91% to 34.1%, depending on the exporting enterprise.

However, for special grades — including EN 10025-6 S890Q and S960QL, as well as wear-resistant plate grades NM400 and NM500 — that meet all of the following criteria:

  • Thickness ≥ 120 mm

  • Width = 2,600 mm

  • Brinell hardness HBW 370–550

  • Tensile strength > 980 MPa
    — the applicable antidumping duty is 0%.
