Thailand Probes Chinese Steelmakers for Alleged Duty Evasion on Hot Rolled Coils

Thailand’s Department of Foreign Trade (DFT) has launched an antidumping circumvention investigation into imports of hot rolled steel sheets and coils from China, following complaints by major Thai steel producers.

The investigation, initiated at the request of Sahaviriya Steel Industries (SSI), GJ Steel, G Steel, and Sahaviriya Plate Mill, alleges that Chinese steel giants — including Ansteel Group, Baowu Group, Benxi (Bensteel), Hesteel (HBIS), Jingye Group, and Shagang Group — have bypassed existing antidumping duties, causing material injury to Thailand’s domestic industry.

The DFT will determine whether to extend antidumping duties to cover the products exported by these Chinese producers. Current dumping margins range between 17.4% and 38.1%, depending on the producer.

The investigation covers hot rolled steel in coil and not in coil, classified under various HS codes (7208, 7225, 7226, etc.) as listed by the DFT.
