Tokyo Steel Corporation has signed a deal with Japanese plantmaker Chugai Ro to install an advanced electric furnace dust recycling system at its Utsunomiya Plant, aiming to achieve factory-level zero emissions by fiscal year 2026.
The new equipment will allow Tokyo Steel to process electric arc furnace dust in-house, rather than outsourcing it as industrial waste—a significant move toward cost efficiency and environmental responsibility.
Key features of the system include:

Zinc separation and recovery, converting waste into crude zinc oxide, which will be sold as a commercial product.

Recycling of non-zinc residues back into the furnace, effectively creating a closed-loop, zero-waste system.

A compact rotary kiln design that processes 1 metric ton of dust per hour and fits into just 210 square meters of floor space.
The commercial system follows two years of successful demonstration testing using a 1/5-scale pilot unit. With the final contract now signed, Tokyo Steel plans to launch full operations by the end of FY 2026.
This initiative supports Tokyo Steel’s broader goal of industry-wide decarbonization. The company also intends to deploy the technology at its other plants and promote it globally to electric furnace operators as a model for sustainable steel production.
