The UAE Ministry of Foreign Trade has initiated an antidumping (AD) investigation into imports of heavy sections of iron and steel from China, following a formal complaint by Emirates Steel Industries, the country’s sole producer of these products.
The complaint alleges that Chinese exporters have been selling heavy steel sections at dumped prices, below their normal value in China’s domestic market, causing material injury to the UAE steel industry. Reported impacts include price undercutting, declining profits, reduced cash flow, lower investment levels, and market share loss.
The investigation covers U-, I-, and H-sections and alloy steel angles under HS codes 721631, 721632, 721633, and 722870, which are essential for construction and structural applications, key sectors of the UAE economy.
While no conclusions have been drawn yet, market observers believe the case reflects growing pressure from local producers. Foreign suppliers, particularly from China, have been increasing their presence in the UAE’s rapidly expanding market, prompting calls for action from domestic mills.
Despite the investigation, many traders emphasize that the UAE maintains a traditionally pro-trade stance, favoring open markets and fair competition. The final outcome remains uncertain, as authorities seek to balance industrial protection with the country’s role as a regional free trade hub.
