Ukraine Industry Urges Revival of Extractive Waste Law to Align with EU Standards

The National Association of the Extractive Industry of Ukraine has called on lawmakers to resume consideration of draft law No. 12180 on waste management in the extractive sector, stressing its importance for EU integration and environmental safety.

In a letter sent on April 6, 2026, to a parliamentary committee led by Oleg Bondarenko, the association highlighted that the draft law was rejected in its first reading in June 2025, despite being designed to align Ukraine’s legislation with EU Directive 2006/21/EC.

The industry emphasized that adopting the law is critical to meeting Ukraine’s commitments under the EU Association Agreement, as well as national policies such as the Waste Management Plan to 2030.

According to NAEIU, a clear legal framework would:
👉 Reduce environmental risks from accumulated extractive waste
👉 Clarize the distinction between waste and reusable byproducts
👉 Enable legal reuse and commercialization of industrial materials

The association also noted that implementation deadlines for aligning legislation with EU law are set by December 2027, reinforcing the urgency of revisiting the draft.
