US Confirms Circumvention of Countervailing Duties on Welded Pipe via Oman

The US Department of Commerce (DOC) has issued its final determination finding circumvention of countervailing duty (CVD) orders on circular welded carbon quality steel pipe involving processing in Oman using China-origin hot rolled steel.

Following its investigation, the DOC concluded that the products completed in Oman and exported to the United States were designed to evade existing CVD measures imposed on circular welded pipe from China.

As a result, the DOC ruled that these imports are subject to the same countervailing duty rates applied to Chinese-origin products, which range from 29.62 percent to 616.83 percent.

The merchandise falls under multiple classifications of the Harmonized Tariff Schedule of the United States (HTSUS), including headings 7306.30, 7306.50, and 7306.19, covering various types of circular welded steel pipe.

The decision reinforces US trade enforcement efforts against transshipment and circumvention practices, particularly in sectors already subject to high trade remedy scrutiny.
