The US Department of Commerce (DOC) has announced preliminary anti-dumping margins on concrete reinforcing bar (rebar) imports from Egypt, Bulgaria and Vietnam, following an investigation into alleged unfair trade practices.
The investigation, launched in June 2025, was initiated after a petition from the Rebar Trade Action Coalition (RTAC), which alleged that rebar from Algeria, Egypt, Bulgaria and Vietnam was being sold in the United States at less than fair value (LTFV).
According to the DOC’s preliminary findings released on March 10, the dumping margins were determined as follows:

Bulgaria: 52.8%

Egypt: 34.2%, with some producers facing margins of up to 52.73%

Vietnam: 130.77% for most exporters, with certain producers assigned 121.97%
The DOC stated that final determinations are expected by May 20, 2026.
Separately, the department confirmed on March 6 its final determination for Algeria, concluding that Algerian exporters dumped rebar into the US market with a weighted-average margin of 127.32%.
The decision followed a lack of participation from respondents during the investigation covering April 1, 2024 through March 31, 2025. As a result, the DOC relied on adverse facts available to calculate the dumping margin.
The petitioner RTAC submitted a case brief on January 20, 2026, urging the DOC to maintain the preliminary dumping margin for Tosyali Iron Steel Industry Algeria SPA, the mandatory respondent that failed to cooperate in the investigation.
With no other parties submitting comments or rebuttal briefs, the DOC decided to adopt the preliminary determination without changes.
