The Ministry of Industry and Trade (MoIT) of Vietnam has announced the implementation of anti-dumping measures on specific imported products to safeguard domestic industries from unfair competition.

Anti-Dumping Duties on Pre-Stressed Steel Wire

On January 14, 2025, the MoIT issued Decision No. 143 to apply official anti-dumping duties on pre-stressed steel wire originating from Malaysia, Thailand, and China. The products affected fall under Harmonisation System (HS) codes 7312.10.91 and 7312.10.99. This action follows investigations indicating that imports from these countries were being sold at unfairly low prices, causing significant harm to Vietnam's domestic steel industry.

Anti-Dumping Measures on Wind Towers

Earlier, on December 24, 2024, the MoIT issued Decision No. 3453 to impose anti-dumping measures on wind towers imported from China. The targeted products are classified under HS codes 7308.20.11 and 7308.20.19. When imported as part of a wind turbine generator set, they are categorized under HS codes 8502.31.10 and 8502.31.20. The decision aims to protect the domestic wind tower manufacturing sector from the adverse effects of dumped imports.

Application for Duty Exemptions

Businesses seeking exemptions from these anti-dumping duties are advised to submit their applications to the Trade Remedies Authority. Submissions can be made through the online public service portal at dichvucong.moit.gov.vn or sent by post to the authority's office in Hà Nội. Applications should include the necessary documentation as specified in Article 14 and Appendix III of Circular 37, issued by the MoIT on November 29, 2019, which details regulations on trade defence measures.

These measures reflect Vietnam's commitment to ensuring fair trade practices and protecting its domestic industries from the detrimental effects of dumping.
