CISA Calls on Chinese Steelmakers to Control Output and Promote Stable Industry Development

The China Iron and Steel Association (CISA) has urged steel producers to control crude steel output and optimize supply to ensure stable and sustainable industry development, CISA president Zhao Minge said at the association’s 13th Member Conference in Beijing.

2025 industry performance highlights

According to CISA:

  • China’s crude steel output fell 4.4% year on year to 960.8 million mt

  • Steel exports rose 7.5% to 119 million mt

  • Steel prices declined year on year, while profitability and operational efficiency improved

  • Environmental performance continued to strengthen

Challenges ahead under the 15th Five-Year Plan

Zhao warned that during the 2026–2030 (15th Five-Year Plan) period, the industry will face persistent supply-demand imbalances, low industry concentration, weak resource security, rising profit pressure, and a challenging global trade environment.

Strategic priorities outlined

CISA called on steelmakers to:

  • Strictly control total steel output

  • Accelerate green and low-carbon transformation

  • Promote digitalization and innovation

  • Strengthen international cooperation

  • Improve efficiency and supply structure

Zhao said the sector aims to become, by 2030, an industry with strong global influence, high industrial independence, and greater contribution to China’s overall economic development.
