Morocco Extends Safeguard Duties on Hot Rolled Coil Imports Until 2029

Morocco’s Ministry of Industry and Trade has officially decided to extend safeguard measures on hot rolled coil (HRC) imports for an additional three years, following the completion of its sunset review.

According to the ministry’s official notice, the safeguard measure will remain in force from June 19, 2026 through June 19, 2029, citing global steel overcapacity, rising trade protection measures, and geopolitical uncertainty as the main reasons for the extension.

The review was initiated in January 2026 following a request by local steel producer Maghreb Steel.

Under the revised framework, Morocco will impose the following additional import duties:

  • 19% from June 19, 2026 to June 18, 2027
  • 18% from June 19, 2027 to June 18, 2028
  • 17% from June 19, 2028 to June 18, 2029

The safeguard measure will expire on June 19, 2029.

Notably, Turkey was not included in Morocco’s exemption list, meaning Turkish exporters will continue to face the additional duty. Other developing WTO members, including South Africa, Indonesia, and Malaysia, remain exempt.
