The UK government is considering reducing tariff-free steel import quotas as part of efforts to shield the domestic steel industry from global oversupply and rising trade protectionism, according to reporting by The Guardian.

Under the current safeguard system, limited volumes of foreign steel can enter the UK without duties, after which a 25% tariff applies. Government ministers are reportedly weighing lower quota thresholds, with potential changes to be announced in April and implemented from July 1, 2026.

Safeguard regime nearing legal deadline

The UK’s existing steel safeguards, inherited from the EU after Brexit, are set to expire in June 2026 and cannot be extended further under World Trade Organization rules, prompting discussions on alternative protective measures.

Industry pressure amid global oversupply

The proposed move comes amid record steel exports from China and rising shipments from Vietnam, South Korea and Turkey, which have intensified pressure on UK producers. Industry leaders have urged the government to align import limits with domestic demand, warning that failure to act could jeopardize production at key steel facilities.

Government response

A UK government spokesperson said discussions around quota changes remain speculative, emphasizing that no final decision has been taken. Officials added that work is ongoing to support the sector, with a long-term steel strategy expected later in 2026.
