The Ukrainian Association of Secondary Metals (UAVtormet) has urged the government to remove the zero export quota on ferrous scrap, arguing that domestic market conditions have changed significantly since the restriction was introduced.
Ukraine extended its scrap export restrictions through the end of 2026, setting the export quota at zero and effectively stopping shipments. The measure was intended to secure sufficient raw material for domestic steelmakers during martial law. However, UAVtormet said Ukrainian steel producers have since substantially reduced scrap purchasing, while Interpipe Dniprovtormet and Metinvest Resource have suspended purchases completely.
According to the association, weak domestic demand has created a persistent scrap surplus. It said the export restriction is contributing to rising inventories while putting financial pressure on scrap collection companies, leading to lower collection volumes, site closures and job losses.
UAVtormet warned that prolonged restrictions could weaken Ukraine's scrap collection capacity and potentially create supply problems when domestic steel production recovers. The association has asked the Cabinet of Ministers to amend the existing rules and cancel the zero quota for ferrous metal waste and scrap under customs code 7204.
