Assofermet Warns New EU Safeguard Regime Is a “Steel Trap”

Assofermet, the Italian association representing steel trade, distribution, and processing companies, has strongly criticized the European Commission’s draft regulation for a new EU steel import safeguard regime, calling it a “steel trap” for European distribution and manufacturing.

The proposed measures would impose a 50% duty once product quotas are exhausted and reduce overall import quotas, which Assofermet argues would effectively close the EU market to non-EU steel, push up prices, and harm export-oriented industries.

These measures would come on top of existing antidumping duties and the CBAM (Carbon Border Adjustment Mechanism) set to take effect in January 2026, further limiting supply options for manufacturers.

Assofermet warned this over-protectionism risks delocalizing production and undermining EU industrial competitiveness. The association is urging Brussels and Rome to open discussions on stimulating domestic steel demand and adopt a more balanced, flexible safeguard system.
