The European Commission has initiated a safeguard investigation into imports of grain-oriented electrical steel to determine whether protective trade measures are needed.
Imports more than double
EU data shows imports surged from 91,362 mt in 2021 to 191,056 mt in 2024–2025, marking a 109% increase.
Overcapacity concerns
The Commission highlighted that:
- Global excess capacity (~630,000 mt) exceeds EU demand by 64%
- Trade restrictions in other markets may redirect exports into the EU
Possible trade action timeline
- Provisional measures could be imposed within 4–5 months
- Final measures must follow within 200 days
- Full investigation expected to conclude in 9–11 months
Currently, imports from major suppliers are already subject to antidumping rules with minimum price thresholds.
