India Considers New Three-Year Structured Safeguard Duty on Steel Imports

The Indian government is evaluating a proposal for a new structured safeguard duty on steel imports, according to an official statement on November 25.

The planned measure would apply a starting duty of 11–12%, decreasing each year over a three-year period. For instance, a 12% duty in the first year would decline to 11% in year two and 10% in year three, the official said.

This follows the Directorate General for Trade Remedies (DGTR)’s earlier recommendation for a three-year 12% safeguard duty, issued in August.

India had imposed a temporary 12% safeguard duty in April 2025, which expired earlier this month.
The new structured plan would mark a shift toward a more gradual, predictable duty schedule, aimed at balancing domestic-industry support with market stability.
