U.S. Launches Probe into Potential Circumvention of Steel Duties on Korean-Origin CORE

The US Department of Commerce has initiated a circumvention investigation into corrosion-resistant steel (CORE) products processed in Thailand using substrate steel from South Korea.

The probe follows a petition from Steel Dynamics Inc. and Nucor Corporation, requesting authorities to assess whether such imports are bypassing existing antidumping (AD) and countervailing duty (CVD) orders on South Korean CORE.

Currently, dumping margins range from 8.75% to 47.80%, while subsidy rates on similar imports from Vietnam stand at 0.72%–1.19%.

The DOC’s investigation will determine whether processing in third countries like Thailand constitutes duty circumvention, a move that could lead to expanded trade restrictions on affected imports.
