UK Launches Review of Vietnamese Rebar Imports Under Safeguard Quota

The UK Trade Remedies Authority (TRA) has announced the initiation of a review of the tariff-rate quota (TRQ) applied to imports of rebar (Category 13) from Vietnam under the country’s steel safeguard measures.

The review, launched in response to an application from Seven Steel UK, will assess whether Vietnam’s rebar exports to the UK have exceeded the 3% threshold allowed for developing countries under the safeguard rules. The period of investigation runs from October 1, 2024, to September 30, 2025.

The TRA said the review will determine whether current quota arrangements remain appropriate amid evolving import patterns that may have tightened supply channels.

This move highlights growing concern within the UK steel industry that rising rebar imports could undermine domestic producers and reduce the effectiveness of existing safeguards.

In the January–November 2025 period, the UK imported 21,184 metric tons of rebar from Vietnam, according to official customs data.

If the review confirms quota breaches, Vietnam could lose its developing-country exemption and face stricter import controls.
