US Announces Preliminary Anti-Dumping Results on Circular Welded Pipe Imports from UAE

The US Department of Commerce (DOC) has released the preliminary results of its administrative review concerning the antidumping (AD) duty order on circular welded carbon-quality steel pipe (CWP) imports from the United Arab Emirates (UAE).

The review covers the period from December 1, 2023, to November 30, 2024, during which the DOC examined whether UAE exporters sold the subject products in the US market at prices below their normal value.

According to the preliminary findings, the DOC determined that both Conares Metal Supply Limited (Conares) and Universal Tube and Pipe Industries FZE, along with affiliated companies under the Universal group, made sales of the reviewed products at less than fair value during the period under investigation. As a result, the agency assigned preliminary weighted-average dumping margins of 3.15% for Conares and 6.16% for Universal. The rate applied to non-individually examined companies was set at 5.50%.

The preliminary determination is part of the ongoing US trade remedy framework aimed at addressing unfair pricing practices and ensuring a level playing field for domestic steel producers. Should these margins be confirmed in the final review results, affected UAE exporters may face additional duty liabilities on shipments to the US market.

The case highlights the continued scrutiny of steel pipe imports by US authorities as trade compliance remains a key issue across global steel markets. Industry participants will closely monitor the final determination, which could influence trade flows and sourcing strategies within the tubular products sector.

The review specifically concerns circular welded carbon-quality steel pipe, a product widely used in construction, infrastructure, energy, and industrial applications. Final results are expected to be announced following the completion of the DOC's review process.
