The US Department of Commerce (DOC) has released preliminary findings from its antidumping (AD) and countervailing duty (CVD) administrative reviews of corrosion-resistant steel products (CORE) from South Korea.
For the AD review, the DOC preliminarily determined that CORE from South Korea was not sold at less than normal value during the period from July 1, 2023, to June 30, 2024, assigning a zero percent dumping margin.
However, the DOC also preliminarily found that countervailable subsidies were provided during the CVD review period from January 1 to December 31, 2023. The estimated net subsidy rates were set at:

1.28% for Hyundai Steel

4.11% for KG Dongbu Steel Co., Ltd. and KG Steel Corporation

2.39% for POSCO and affiliated coated steel subsidiaries
The DOC additionally announced a partial rescission of the review for NS BlueScope Steel Vietnam Ltd. and Dongkuk Coated Metal Co., Ltd., following timely withdrawal requests.
Final determinations are expected within 120 days of publication of the preliminary results.
