US Sets Preliminary Subsidy Rates in CVD Review of South Korean Cold-Rolled Steel

The US Department of Commerce has released the preliminary results of its administrative review of the countervailing duty (CVD) order on certain cold-rolled steel flat products from South Korea, covering the period January 1 to December 31, 2023.

According to the preliminary findings, the department determined that countervailable subsidies were provided to certain South Korean producers and exporters of the subject products during the review period.

The DOC assigned preliminary net countervailable subsidy rates of 1.28% for Hyundai Steel and 3.67% for POSCO.

In addition, the department rescinded the administrative review for 46 companies, indicating that those firms will not be subject to revised subsidy calculations in this review cycle.

The final results of the review are expected within 120 days following the publication of the preliminary determination.
