EU Extends Coal and Steel Research Fund to 2034, Unlocks €800 Million for Decarbonization

The European Council has agreed on a reform of the Research Fund for Coal and Steel (RFCS), extending the program to 2034 and mobilizing approximately €800 million to support innovation and decarbonization in Europe’s steel sector.

The revised framework will allow annual investments of up to €120 million, with a stronger focus on low-carbon steelmaking, industrial competitiveness and a just transition in coal regions.

Under the new rules, industrial participants may receive up to 70% EU co-funding, while SMEs, start-ups and research institutions can receive up to 100% support. The reform also aligns RFCS funding with Horizon Europe and the EU Innovation Fund, simplifying access and improving coordination.

Final adoption is subject to European Parliament procedures, with the reformed fund expected to enter into force in January 2027.
