The European Commission has announced updates following its review of the safeguard measures on certain steel imports, initially set in place on December 17, 2024. The changes include a reduction in tariff-rate quota volumes for some products, with the liberalization rate lowered from 1% to 0.1% to enhance the effectiveness of the measures. The EU's safeguard measures will remain in place until June 30, 2026.
Along with the quota volume reductions, the Commission has implemented new quota caps for specific products, including a 13% cap for non-alloy and other alloy hot rolled sheets and strips (1A), a 13% cap for cold rolled sheets, and a 15% cap for non-alloy and other alloy wire rod, angles, shapes, and sections of iron or non-alloy steel. Caps have also been set at 20% for metallic coated sheets (4B), tin mill products, and rebars, among others.
Additionally, the Commission will revoked the carry-over of unused volumes between quota periods for categories facing significant import pressure, such as non-alloy and other alloy cold rolled sheets, stainless bars, gas pipes, and large welded tubes (25B).
