Mexico Initiates Antidumping Investigation into HRC Imports from China and Vietnam

Mexico's Ministry of Economy has officially initiated an antidumping (AD) investigation into hot-rolled coil (HRC) imports from China and Vietnam, regardless of the country of origin. This investigation follows a complaint filed by Ternium México S.A. on November 19, 2024, claiming that Chinese steelmakers Baosteel Iron & Steel Co., Ltd. and China Baowu Steel Group Corp., Ltd., along with Vietnamese steelmaker Hoa Phat Group, have been selling these products at prices below their normal value, thereby harming the domestic market.

The scope of the investigation will cover the period from September 1, 2023, to August 31, 2024. To assess the injury caused, the Ministry will also review the period from September 1, 2021, to August 31, 2024.

The products under investigation are classified under several General Import and Export Tax Law (TIGIE) codes, including, but not limited to, 7208 and 7211, which encompass a wide range of hot-rolled coil products.
