China’s Scrap Use in Steelmaking Rises Sharply, Policy Targets Further Growth

China’s use of scrap steel in steel production continues to increase, reflecting the rapid development of the country’s recycling system and policy support for resource efficiency.

Speaking on December 22, Wang Dongming, vice chairman of the Standing Committee of the National People’s Congress, said China has built the world’s largest and most comprehensive recycling and reuse network. In 2024, scrap steel accounted for around 21% of raw materials used in steel production, playing a key role in ensuring resource security.

As of end-October 2025, China’s scrap-to-steel ratio reached 212 kg per metric ton of crude steel, representing a 14.5% increase compared with the 2016–2020 average of 185 kg/mt.
Under current government policy, China aims to lift the comprehensive scrap utilization rate to 30% by 2030, signaling continued growth in scrap-based steelmaking.
