South Korea’s Korea Trade Commission (KTC) has recommended antidumping (AD) measures on hot rolled coil (HRC) imports from Japan and China, citing material injury to the domestic steel industry caused by dumped imports.
Instead of blanket duties, the KTC proposed that authorities accept price undertakings from selected exporters, allowing them to sell HRC in South Korea at a minimum agreed price in lieu of paying AD duties. The undertakings were submitted by three Japanese and six Chinese producers, including Nippon Steel, JFE Steel and Baosteel.
For exporters not covered by price undertakings, the KTC has recommended antidumping duties of 32.66% on Japanese companies and 33.10% on Chinese companies.
The recommendation will now be forwarded to relevant government authorities for final approval and implementation. South Korea had already imposed provisional AD duties on HRC imports from Japan and China in September last year, covering a broad range of HSK tariff codes.
